​​WSLCB Social Equity Cannabis Retail License Application

APPLICATION INSTRUCTIONS 

Thank you for submitting your initial application through Business Licensing Services for the WSLCB Social Equity in Cannabis Program. This application is to gather information about you and your entity to determine whether you meet the eligibility requirements for the program and to score your application based on the rubric.

Please read all associated laws, rules, and regulations as well as these instructions carefully before you begin the Washington Social Equity Cannabis Retail License Application process. (WAC 314-55-570)

  • The social equity applicant must select one preferred county where it wants to operate their business. Do not select more than one preferred county. Maps are available on the WSLCB Social Equity in Cannabis website. (map-wa-countymap-CCRS-allotment numbers-12-1-22)

  • Submit a complete application within 15 days (of initial contact from the social equity contractor) with all of the required information in the Document Checklist to the social equity contractor. If additional documentation is required, you will receive a letter electronically directing you to submit additional application materials. You must submit complete and accurate additional application information within 14 days of the date of the letter.

  • Do not leave any blank spaces in your application. Respond to each question in the application. If a question does not apply to you, specify “N/A” and briefly indicate why it does not apply to avoid unnecessary follow-up for your response by the social equity contractor. Information provided by applicants will be verified for accuracy. It is your responsibility to comply with the application requirements and ensure that your application is complete, accurate, current and successfully submitted.

  • Submit a copy of each document. Please do not submit original documents to the social equity contractor.

  • Do not submit multiple applications. Each applicant or True Party of Interest (i.e., Natural Person and Business Entity) is permitted to submit only one application for a social equity license. If the applicant or true party of interest has submitted multiple applications, only the first application submitted to the Department of Revenue’s Business Licensing Services will be reviewed.

The social equity contractor will contact each applicant to provide information on how to access the online application form and submit their application with supporting documentation.

Allow approximately three (3) months for your application to be processed after submitting a complete application with all of the required supporting documentation to the social equity contractor.

Incomplete applications will not be scored and will result in a recommendation to withdraw your social equity license application. If you qualify to participate in the Program, it will not automatically result in or guarantee the approval of a license. Applicants will be notified, electronically, of the final decision of the WSLCB to proceed forward with the licensing process.
